In February 2025, a new rate-setting process approved by the Public Utilities Commission has introduced more risk for customers. Utilities like Eversource, Unitil, and Liberty began purchasing electricity from the open spot market instead of locking in fixed supply contracts. Additionally, new proposals could pass certain utility cost overruns—like under-forecasted supply charges—onto all customers, even those enrolled in community power programs.
